Do you have any plug-ins launched? Sometimes, depending on the plug-in, it can hit the CPU even without processing taking place. Once such plug-in that can do this is a convolution reverb. Again, this is some times and not always the case. Another thing to consider is if you have any other programs running in the background that you don't necessarily need running.
