Dissolve Part is an option for audio and midi but do two different things. They are also available in different menus.
Dissolve Part for audio will take a part of audio and dissolve it back into events. If this is grayed out then you do not have a part selected to dissolve.
Dissolve Part for midi will allow you to take a midi event and dissolve it by pitch or channels. If your midi event contains no midi data, only 1 pitch, and no midi channels then it will be grayed out as well.

Try the above users suggestion. There might be some confusion on what a part is considering there are no parts on midi or instrument tracks. Can you explain what type of midi information is on the event or midi track you are trying to dissolve? Piano? A kick drum?
