When I open Cubase it causes a static like crackling sound, even from other sound programs.

Hello,
What kind of audio interface or soundcard are you using? I would suggest increasing your buffer size on the audio interface's software control panel.
Thank You,

A ha! That could be it, thank you very, very much. I'll check it out and report my results. I'm using the Fw-1082 although I can't get the transport controls to work in Cubase. I have to use the mouse rather than the controls on the Tascam fw-1082. I cannot figure out how to get Cubase to use it as a remote.

It is still noisy and crackling. I've tried to set Cubase to different sample rates, and everything from 16 bit to 32 bit floating, always the same. It sounds like old record static.

The only Cubase control guide for the 1082 is for Cubase Le and I am using Studio 4.

I changed the latency setting and it helped a little bit but I can tell when I'm playing that there is a pretty long delay between when I play and when I hear it, atleast 100 milliseconds.

Hello,
I would suggest going to the Tascam website and downloading and installing the latest device driver for your interface.
Thank You,
