CS4 on Windows Vista 64 (32 bit).
I have a feeling it may have something to do with XML.

Vista 64 is a 64 bit version of Windows Vista. Cubase Studio 4 is not yet supported in conjunction with Vista 64. There will be a Vista compatible update that will come out soon. When this update is released and you install this update, the scrolling problem will likely go away.

I'd also like to know why sometimes when loading a project does it change from Bars and Beats to HH:MM:SS:FF format?

The Ruler settings should not randomly change. It could also an issue with the software in conjunction with Windows 64 which may be addressed once the Vista 64 supported update is released.

Yes I do believe that many of these somewhat "strange" issues are related to the OS and not the program because the methods employed in the software, ie., cubase no longer work as intended and so it goes on.
However I would like very much for the locators to stay as they are and not move just because I've switched from one mode to another eg., from musical to linear mode and vice versa.
As for the scroll wheel issue, well my assesment of the situation is that scrolling should not effect such minor things as track colours and potentially major things such as presets of instruments because it takes hours to properly modify a patch and sometimes the only record of having done it is in the project itself.
