What version of Cubase 4 do you have installed?

Also, make sure that your Left and Right locators are set properly. Hit ctrl-a to select all the files in the project, and then the "p" key will set the L and R locators properly. Now try the export.

If that fails, I would suggest trashing application data. Go to the Start menu, All Programs, Cubase 4, Cubase 4 Application Data folder. Trash all the files and folders inside the application data folder.
